What Happened?

This app used to work great. Now, the last few times Ive tried to log in, it says "your request cannot be completed at this time".
Like I said, it used to work, now it doesnt. It works only at random times when Im not actually trying to get on to make a payment. Of course it wouldnt be working during the only time that I actually need to use it.
